Wash and dry the meat. Cut the meat into bite size pieces. Coat the pieces of meat in flour. I used two tablespoons of all purpose flour for light dusting of the meat. Preheat the oil in a large pan and add the meat.
Let the meat brown gently on all sides. While frying, stir the meat a few times with a wooden spoon.
Add the chopped onion to the browned meat until it becomes translucent.
Add a teaspoon of sweet pepper, half a teaspoon of hot pepper, and about 1/3 teaspoon of pepper. Throw in two bay leaves and three grains of allspice. Mix everything together well.
Pour 500 ml of water into the browned meat. Cover with a lid and let simmer over low heat.
Peel the carrots and chop it finely. Peel the garlic cloves and pass through the press or chop finely, Add to the meat and mix well. You should be able to see the sauce thickening slowly.
Wash and dry the red pepper, cut it into small pieces and place in the meat.
When the meat is tender, it's time to check the taste of the stew. If necessary, season the stew with more salt, pepper or chili peppers or cayenne pepper. Stir the stew for a few minutes and try again. Pour 50 ml of lukewarm water into a small bowl and add the remaining flour. Mix everything until smooth. Pour the flour mixed with water into the stew. Bring it to boil and remove from heat. Enjoy!!!
